The choice of the educational institution is critical. • successfully completed a program of at least two years of full-time studies;

• studied at and graduated from an institution located outside of Montreal, Toronto, or Vancouver or their surrounding municipalities; and
• found employment outside of Montreal, Toronto, or Vancouver and their surrounding municipalities.
