The North American Free Trade Agreement between Canada, USA and Mexico is designed to facilitate investment and trade across borders. That means making it easier for American and Mexican citizens to obtain Canadian work permits as investors, intra-company transferees, traders and professionals.

NAFTA applicants do not require a labour market opinion from Human Resources and Skills Development Canada. In addition, business visitors who meet specified criteria do not require a work permit at all under NAFTA. Many applications can be processed at the border when entering Canada.

Note, however, that these provisions are only available to citizens, not permanent residents, of the USA and Mexico. Although NAFTA is not intended to help an applicant immigrate to Canada, a person holding a NAFTA work permit may be eligible for up to 15 points for "arranged employment" as an independent skilled worker.
