Under the business provincial nominee programs, and the entrepreneur program, you agree to invest in and help manage a qualifying Canadian business that creates one or more jobs for Canadians. After fulfilling your obligations, you can apply for permanent residency. If you have experience in cultural activities, athletics or farming, you may qualify under the self-employed category.
Moreover, the business visitor provisions in the Immigration and Refugee Protection Act, North American Free Trade Agreement, and other free trade agreements allow you to visit and explore business opportunities in Canada without a work permit.
If you do not wish to actively manage a business in Canada, or are recently retired, the new federal investor immigration and Québec investor immigration programs allow you to invest $800,000 into government guaranteed immigration funds and qualify for immigration; you can even borrow monies to purchase these funds, and put a down payment of $200,000 or less. You receive unconditional visas, and you do not need to invest in or manage any other business in Canada.
